Play out the campaign with one of the basic factions. After that you will unlock the other factions to play with.Though cheating is discouraged, you can edit a file in your Rome Total War map so you can play even the UNPLAYABLE factions. Make sure you make a back-up of the original file in case something unusual will happen.
Unlocking all playable factions in the TW games is rather simple. Note that in Shogun: Total War all factions are playable from the beginning.

The best Roman Factions for Rome Total War for the Imperial Campaign are as followed (1) House of Julii (2) House of Brutii (3) House of Scipii The House of Julii is the best Faction to use in my opinion for the Imperial Campaign for Rome Total War because follow the same Gallic Campaign as Julius Cesar did and also have more access to destroying other factions which include Carthage.

2. Open Descr_strat.txt with notepad.
3. You will see three headings. Drag select the factions under unlockable and paste them under playable. this will unlock those factions for play.
4. For non playable Simply drag them from the nonplayable header to the playable one. All RTW factions are now unlocked. Save the file over the original and start RTW.
Caution: Playing as the Slaves or Senate can cause the game to crash.
The process is exactly the same as for RTW. Go to

and copy the unlockable and nonplayable to the playable header. All BI factions are now unlocked. Save the file and close it.
Caution: If you start a campaign with an emergent faction, the game will not work.
While almost all factions in MTW are playable, the Papacy and the Golden Horde are unplayable.
1. Go to C:Program FilesMedieval Total Warcampmapstartposearly.txt
2. Make a backup of this file.
3. Search using Ctrl+F for this:
4. Change FT_MINOR to FT_MAJOR to make the faction playable.
This is for the early campaign. If you would like all factions in high or late campaigns, edit the high.txt or late.txt file instead of early.txt. Same procedure applies.
Note: You cannot play Glorious Acheivement campaigns with these factions unlocked, only Total Domination

Britannia Campaign

3. Open Descr_strat.txt and copy the factions under unlockable and nonplayable to playable. Congrats you have unlocked all factions for the Britannia Campaign. Save the file and close it
Americas Campaign
1. Go to C:Program FilesSEGAMedieval II Total Warmodsamericasdataworldmapscampaignimperial_campaign.
2. Right click Descr-strat.txt and take it off read only or edits will not stay.
3. Copy all factions under unplayable and unlockable to playable. Congrats you have unlocked all factions for the Americas Campaign. Save the file and close it.
Crusades Campaign
1. Go to C:Program FilesSEGAMedieval II Total Warmodscrusadesdataworldmapscampaignimperial_campaign.
2. Right click Descr-strat.txt and take it off read only or edits will not stay.
3. Copy all factions under unplayable and unlockable to playable. Congrats you have unlocked all factions for the Crusades Campaign. Save the file and close it.
Teutonic Campaign

The playable factions represent key powers within the Greco-Roman, Barbarian, and Eastern cultures, and each offers a notably different and deeper form of gameplay experience from those in previous Total War games.
